Steam Modding help

I'm not exactly sure what I'm doing wrong, but I looked all over and I couldn't really find my problem
but when I add the 'mklink /H dialog.tlk .\lang\en_US\dialog.tlk' code on the language file I just get a error message saying "the system cannot find the path specified", I'm not sure what to do
Any help will be appreciated
