[Question] Numerical limit of ITEMEXCL.2DA

I was wondering if it was possible to change the equipping limit of items listed in ITEMEXCL.2DA from 1 to any other number. If the value was say, 3, then your character would be able to equip up to 3 items on the list, but would be barred from equipping more until removing one of the previously equipped items.

If so, how would one go about doing that?

I'm interested if it would be possible to replicate a certain, newly-released edition's system of item attunement.
