Restoring an area

An area I want to mod, the Nashkel Fair, opened in Near Infinity, has fewer actors than originally. This must be because in my current playthrough the Great Gazib is already gone, Branwen has been recruited into the party and so on. In any event, that's my only explanation. How do I get access to the original area, whole and intact?
