Updating Character Biographies Across Multiple Save Files - What File Does Game Pull From?

Can anyone tell me if there's a single game file I can edit which will update a character biography across all save files? I ask because the ".bio" file doesn't seem to change past saves, so I figured there might be a file via Near Infinity or some other option? I'm assuming each save has its own file.
