Trouble Making a Mod

Hi there! I've recently been doing my best to create a new NPC mod for Baldur's Gate, while following this guide

But I've reached what seems to be an impasse by my misunderstanding. In the "Packaging our mod" section of the guide, the author says to:
"1. Download the latest version of WeiDU to the top-level directory and rename it to Setup-TheaNPC.exe.
And 2. Create a new text file with notepad++ and save it as Setup-TheaNPC.tp2."
However, from all of my attempts at downloading WeiDU, I have--through no doubt a misunderstanding on my part--been unable to find a .exe for WeiDU, so I haven't been able to continue following the guide any further.
I've been using "Windows Binary" download from this link: http://www.weidu.org/~thebigg/ as others have been suggested on other forum posts, though I've had little luck.

And one other thing--would it be possible for me to simply copy over the installer of another mod (just the .exe file, obviously), and then rename it, or does it not work that way?

Any help would be greatly appreciated--thank you in advance!
