Hi, I'm a bit late to the party reporting this as a bug - but it's easy to fix so I thought I'd put it out there in the mod section.
Ice Storm description says it lasts for 4 rounds. It doesn't, it only lasts for 3. (This is easy to spot in gameplay as the ice damage is in blue text. If you scroll upwards through the combat text there are only 3 instances).
Sure enough if you look at the icestorm.pro using Near Infinity the number of repititions is 3. I changed this to 4. Problem solved.
Apologies if this has all been mentioned before.
Also, this is an often underrated spell. Perhaps for the reason above?
